The Liberty is designed and manufactured by PAL-V International B.V., a Dutch company headquartered in Raamsdonksveer, the Netherlands (founded 2008). PAL-V holds both the automotive production approval from the RDW (the Netherlands Vehicle Authority, granted March 2026) and the European aviation Production Organisation Approval from EASA (granted September 7, 2026) required to build the Liberty at its Dutch facility. PAL-V of New Hampshire is a locally based representative that supports US buyers and collects US market interest — the vehicles themselves are built in the Netherlands.
